LGUSS is an initiative of the Department of the Interior and Local Government (DILG) that aims to provide a FREE digital platform or system designed to enhance the operations, governance, and service delivery of local government units (LGUs) such as barangays, cities and municipalities. Its primary goal is to assist LGUs in managing their day-to-day operations more efficiently and effectively by leveraging technology.

BIMS & CMIMS

It consists of two (2) major subsystems: the Barangay Information Management System (BIMS) and the Cities and Municipalities Information Management System (CMIMS), each featuring a range of information systems designed to meet the specific needs of localities.

Background

In his 2023 State of the Nation Address, President Ferdinand “Bongbong” Marcos Jr. emphasized the critical role of digital transformation in modern governance, economic growth, and efficient public service. He highlighted the urgency of integrating digital solutions across government systems to streamline operations, combat corruption, and ensure equitable access to digital services nationwide. Initiatives like the eGov PH app and the National ID system reflect his vision for a more transparent, accessible, and globally competitive Philippines.

The LGUSS (Local Government Unit Support System) was conceptualized to address the growing challenges faced by local governments, including inefficiencies, outdated systems, and resource limitations. Traditional methods, such as manual record-keeping in barangays, often result in delays and wasted time for both residents and staff. By adopting digital solutions, LGUSS aims to enhance service delivery, promote accountability, and meet the increasing demand for efficient and transparent governance in every community.

In 2024, we initiated training for focal persons to familiarize them with LGUSS capabilities and its proper usage. This training included presenting the foundation and legal basis of each module, followed by hands-on system navigation. Below are the statistics of active users from various barangays and the number of barangays oriented nationwide, led by DILG Regional ICT Unit (RICTU).

General Questions

The primary objective of the Local Government Unit Support System Project is to augment the daily operations of our LGUs, supporting our country’s continuous effort to embrace the very idea of digital transformation. We believe that by converting manual processes to digitalized and automated ones, these information systems seek to increase the efficiency of our LGUs and turnaround times on their daily activities, leading to improved and better public service.

The Department made sure that the system per se includes key components tailored to address the specific needs of the Barangays, Cities/Municipalities across the country. Given, for example, the Barangay Information Management System which caters to the Barangays across the country;: the modules under this subsystem cover the management of the Barangay Inhabitants’ records including their up-to-date demographic information, the streamlined recording and printing process of certifications and clearances for citizens and businesses, serves as an online repository of ordinances, resolutions, and executive orders for easy documentation and retrieval, gathers and monitors complaints and inquiries in the Barangay including those associated with violence against women and children, among other key components of the BIMS under the LGUSS alone.

For the Cities and Municipalities Information Management System which on the other hand caters to the Cities/Municipalities; one of the highlights I would say is the development of the Document Tracking System in 2025. We envisioned DTS as the central repository for all official communications, ensuring that every document generated, received, and/or archived by the LGU is properly cataloged, tracked, and managed.

Yes, the LGUSS is provided FREE of charge to local government units (LGUs) as part of the DILG’s initiative to support digital transformation. However, LGUs may need to allocate resources for necessary hardware, internet connectivity, or other operational expenses to fully utilize the system.

Local government units (LGUs) can avail the LGUSS system by coordinating with the Department of the Interior and Local Government (DILG) through the designated provincial Information System Analysts (ISAs). The system is provided as part of the government’s digital transformation initiative, and support will be provided as needed.
Technical Questions

The data encoded in your BMS will remain within your BMS as we are unable to accommodate third-party integration at the moment. However, to assist adopters of the LGUSS, the system has the ability to import data coming from Excel-formatted files as long as it follows our prescribed template. This ensures that the data being imported adheres to our data quality standards.

To ensure the security of LGUSS, we conduct web vulnerability testing. Additionally, we have implemented a Web Application Firewall (WAF) to protect our system from cyberattacks.

We also have security features like Multi-factor Authentication (MFA), which requires inputting a One-Time Password (OTP) before logging into the system, and Role-Based Access Control (RBAC), ensuring that only authorized individuals with the appropriate permissions can access the system.

In addition to the technical security measures, we also conduct a Privacy Impact Assessment (PIA) for LGUSS. The purpose of the PIA is to evaluate the potential privacy impact of the systems and identify any associated risks. This step is crucial to ensure compliance with data privacy and information protection regulations set by the National Privacy Commission.

The Information Systems and Technology Management Service (ISTMS) at the Department of the Interior and Local Government (DILG) Central Office has a dedicated Support Team for the implementation of the Local Government Unit Support System (LGUSS). Additionally, each Regional Office has a designated LGUSS focal person in every province and highly urbanized city. LGUs and barangays can contact them for assistance with any issues. If a solution is not immediately available, the issue will be escalated to the Regional or Central Office Support Team for further resolution.
